About Us

The South Central Ohio Workforce Partnership serves as the Area 20 Workforce Development Board. The Board is responsible for setting goals and priorities for the area and the disbursement of funds for the Workforce Innovation and Opportunity Act (WIOA). Area 20 is comprised of Fairfield, Hocking, Pickaway, Ross, and Vinton counties. The Partnership sets policies on how funding is used for Adults, Dislocated Workers, and Youth that are eligible for WIOA funds. This funding is used for training and placement of individuals with local employers.

Fairfield County’s Economic and Workforce Development Department serves as the administrative and fiscal agent for the Board. Fairfield County Job and Family Services is the operator of the OhioMeansJobs Center for Fairfield County, Pickaway County Job and Family Services is the operator of the OhioMeansJobs Center for Pickaway County, and South Central Ohio Job and Family Services is the operator of the OhioMeansJobs Center for Hocking, Ross, and Vinton counties. They also serve as the career services providers for each county.

Rick Szabrak - Executive Director

Rick Szabrak is the Director of Economic and Workforce Development for Fairfield County. In this role, he also serves as the Director of the Fairfield 33 Development Alliance and the Fairfield County Port Authority. He has worked on numerous workforce development and education initiatives in Fairfield County with a focus on manufacturing careers. His office serves as the administrative and fiscal agent to the Area 20 Workforce Development Board in which Rick is Executive Director. His responsibilities in this role are to help develop workforce strategies and provide guidance to the area OhioMeansJobs Centers. Rick previous worked for Gannett newspapers where he held various leadership positions, including publisher of the Lancaster Eagle-Gazette and Chillicothe Gazette. Rick has a Bachelor’s of Science in Finance from Miami University and an MBA from Northern Illinois University.

Angel Conrad - Financial Specialist

Angel Conrad is the financial specialist for the Area 20 Workforce Development Board. She is responsible for oversight of financial procedures for the Board. Angel also provides administrative support to the Board. Angel is the financial specialist for Fairfield County Economic and Workforce Development where she coordinates finances for the county’s Revolving Loan Fund, the Fairfield 33 Development Alliance, and other programs to help further development in Fairfield County. Angel has an accounting degree from Ohio University-Lancaster and has previous experience in banking and other administrative roles.
